Illinois's economy

The industries that drive Illinois, and how we help them.

Manufacturing

Manufacturing makes up 9.4% of Illinois employment versus 8.2% nationally. Food processing, fabricated metals, machinery, transportation equipment and chemicals account for about 61% of those jobs.

How we help: Office and plant-floor networks, careful OT and SCADA support, and backups for the systems that run production.

How we help →
Transportation and logistics

Roughly one in four U.S. freight trains passes through the Chicago region each day, where six Class I railroads meet, and transportation, warehousing and wholesale trade account for 12.5% of Illinois output.

How we help: Uptime for dispatch and warehouse systems, connectivity for remote yards and sites, and fast onboarding for distributed staff.

How we help →
Professional and business services

Professional and business services employed about 920,900 people in Illinois in 2024, the state's third-largest private sector by employment.

How we help: SOC 2, security questionnaires, remote teams and board-level IT guidance for firms that hold client data.

Software & professional services →
Financial services

Financial services employ 6.5% of the Illinois workforce, above the 5.8% national share.

How we help: Security programs that stand up to customer and examiner questionnaires: MFA, logging, vendor oversight and written policies, plus SOC 2 readiness.

How we help →
Agriculture

Illinois was the No. 1 soybean-producing state in 2025 (more than 639 million bushels), and farmland covers about 75% of the state's land area.

How we help: Connectivity for remote sites, and the office IT, security and backups behind the operation.

How we help →
Health care and education

Education and health services employed about 993,000 people in Illinois in 2024, the state's second-largest sector after trade, transportation and utilities.

Illinois rules

The Illinois laws that affect your IT.

A breach, a privacy request or an auditor's question lands differently in every state. Here is what Illinois asks of businesses that hold its residents' data.

Data-breach notification

The law
Personal Information Protection Act (PIPA), 815 ILCS 530
Telling affected people
"in the most expedient time possible and without unreasonable delay", consistent with law enforcement needs and any measures necessary to determine the scope of the breach and restore reasonable integrity of the data system.
Regulators
Attorney General: required when more than 500 Illinois residents must be notified as a result of a single breach, "in the most expedient time possible and without unreasonable delay but in no event later than when the data collector provides notice to consumers". The notice must cover the nature of the breach, the number of affected Illinois residents and the steps taken or planned.
Credit bureaus
No requirement to notify consumer reporting agencies. Consumer notices must include the toll-free numbers and addresses of the consumer reporting agencies.
Encrypted data
Encrypted data is generally exempt (a safe harbor), unless the key was also compromised.

Consumer privacy law

Illinois has no comprehensive consumer privacy law. Several bills were introduced in 2026 (SB 2875, SB 3220, SB 3548 and SB 3890, plus HB 5221), and none had been enacted as of the sources reviewed. Illinois does have sector-specific privacy laws, notably BIPA.

Other Illinois rules worth knowing

Biometric Information Privacy Act (BIPA), 740 ILCS 14, as amended by P.A. 103-0769 (signed Aug. 2, 2024)

Who: Private entities that collect, capture, store or use biometric identifiers or information (fingerprints, face geometry, retina or iris scans, voiceprints), including employers using biometric time clocks or access control.

Entities must publish a retention and destruction policy, obtain informed written consent (now including electronic signatures) before collecting biometrics, store them using industry-standard security, and not sell them. BIPA includes a private right of action, and the 2024 amendment limits repeated same-method collection from one person to a single recovery.

Source
PIPA reasonable security requirement (815 ILCS 530/45)

Who: Data collectors that own, license, maintain or store records containing Illinois residents' personal information.

Data collectors must implement and maintain reasonable security measures to protect those records, and contracts that share the data must require the recipient to do the same. GLBA-compliant entities are deemed compliant.

AI in employment decisions (Illinois Human Rights Act amendment, HB 3773 / P.A. 103-0804)

Who: Employers covered by the Illinois Human Rights Act.

Since Jan. 1, 2026, employers may not use AI in recruitment, hiring, promotion, discipline, discharge or other employment decisions in a way that discriminates against protected classes (including using zip codes as a proxy). They must notify employees when AI is used for these purposes.

Illinois questions we get asked

How quickly must a Illinois business notify people after a data breach?

Under Personal Information Protection Act (PIPA), 815 ILCS 530: "in the most expedient time possible and without unreasonable delay", consistent with law enforcement needs and any measures necessary to determine the scope of the breach and restore reasonable integrity of the data system.. Attorney General: required when more than 500 Illinois residents must be notified as a result of a single breach, "in the most expedient time possible and without unreasonable delay but in no event later than when the data collector provides notice to consumers". Does Illinois have a consumer privacy law?
